USA Volleyball will be offering CAP modules on April 19 through 21, during the ASICS Show Me National Qualifier in Kansas City. Any can attend the education modules, coaches, parents etc. even if they are not re-certifying or do not even have a CAP certification. Click here for the flyer with all information.

Warm Up Balls: We will have a limited number of ballcarts and balls available for teams who fly into Kansas City. The use of a ball cart and 8 balls during the tournament will require a deposit of $250, to be refunded when the balls and ball cart are refunded. HOTELS

All hotel registrations will be handled by THS. The ASICS Show Me National Qualifier is a Stay to Play event. All teams will have to make hotel reservations through THS in order to compete. Download the full information on the Stay of Play policy.

If there is a hotel that is not on the list that you would like to get added please contact Mike Savard (mike@thsweb.com, 888-536-8326 x130) by January 22, 2013. We will attempt to negotiate with that hotel in order to be added the official hotel list. After January 22th, requested hotel submission will be closed and we will not add any additional hotels. This includes hotels that may be booked direct by your club coordinator.

All Entry Forms and Fees MUST be sent DIRECTLY to the USAV Event Department. The remaining forms can be brought directly to the tournament. It is STRONGLY suggested that you send ALL materials by the following deadlines. Please make copies of ALL materials sent and bring them with you to the event.

Refund Policy

  • Teams not accepted into Show Me Qualifier: Full Refund
    Teams that drop before March 1st: Full Refund
    Teams that drop between March 1st and March 14th: Half Refund
    Teams that drop after March 14th: No Refund
  • When an individual or a team decide not to attend, or is unable to attend, a USAV-held event for reasons pertaining to acts or threats of war, acts or threats of terrorism, or a health risk alert, USAV shall issue no refunds.
  • When a USAV event is canceled or interrupted due to acts or threats of war, acts or threats of terrorism, or a health risk alert, event entry refunds will be made to individuals or teams on a prorated basis once all of USAV’s out-of-pocket expenditures for the canceled or interrupted event have been settled from such fee.

Tournament Check-In for Teams

For Club and Open Divisions: All check-in procedures will take place at the Kansas City Convention Center. For teams competing the first weekend of the qualifier, check in will be from 4 till 8 pm on Friday, April 12 in the main Lobby. For teams competing on the second weekend, checkin will be on Thursday, April 18 from 4 till 8 pm. Teams must be completely checked in prior to closure of registration. Teams that fail to check in will be required to forfeit their first match of the tournament.

If for any reason a team is in need of a late check-in, you must contact the USAV Events Department with a valid reason prior to April 9th. You must receive approval for late check-in.

  1. Only the team representative or coach should go to the check-in desk in the Kansas City Convention Center/Bartle HAll to check-in the team(s).
  2. The team representative/coach will receive playing schedules, meeting schedules, credentials and other information.
  3. The team representative/coach will verify the team roster, uniform numbers and uniform. Once verified, the roster will be in effect throughout the tournament. No additions to the roster are allowed once play begins. The team roster is limited to fifteen (15) players and five (5) adults. ONLY those persons whose names appear on the verified roster receive credentials and are permitted to sit on the bench.
  4. The team representative/coach will need to bring the Medial Release forms and show these at checkin. Do not send those to USAV. Medical Release forms do not need to be notarized for this event.**

HOW TO ENTER

The Show Me National Qualifier will be using the on-line registration system, Advanced Event Systems.

  • If you are a first-time user in AES, you will need to select “Club Directors” to set up your club and your teams within AES.
  • If you need additional help or are experiencing problems, e-mail us at showme@usav.org or call the National Office (719-228-6800) and ask for the Events Department.

Enter team(s) in the on-line Tournament System

  1. Enter your staff and players through the tournament on-line registration system.
  2. Follow Entry Form procedures and mail check to the USAV National Office:

  5. We strongly suggest using Fed Ex or UPS ”Next Day” if sending within two weeks of the deadline. USAV will not confirm receipt of Entry by e-mail or phone.

Open, USA and AMERICAN Divisions

All Junior National Qualifiers will have the same format in 2013 for all divisions. The Open Division is for those teams wishing to qualify for the Open Division at Junior National Volleyball Championships (JNVC). The Club Division is for those teams wishing to qualify for the USA or American Division at JNVC. Open is the higher and more competitive division. For further information on the divisions, refer to the Qualifier Manual or contact your regional commissioner.

Bid Allocations Open Divisions

The number of bids to JNVC for any of the Open Divisions is dependent on the number of teams in that division. The Open Division bids will trickle down as specified in the Qualifier Manual (coming soon). The table below shows the bid allocations for each of the Open age divisions based on the number of teams entered in that division.

Bid Allocations - Club Divisions

The number of bids to JNVC for any of the Club Divisions is dependent on the number of teams in that division. The Club Division bids will trickle down as specified in the Qualifier Manual. The table below shows the bid allocations for each of the Club age divisions based on the number of teams entered in that division.

In general, Club Division bids will trickle down to a team able to accept the bid provided that team finishes no lower than fourth place. In the event that any team qualifies in more than one qualifier, the duplicate bid will be offered to the next highest finishing team. In the event that none of the 2nd, 3rd, or 4th place teams accept the bid, the bid will be returned to USA Volleyball.

Penalty for Rejection of Bid

Serious consequences for teams who reject a bid can be implemented, these are specified in the Qualifier Manual. In general, if an Open team that wins a bid or a Club team that accepts a bid at a Qualifier does not participate in the JNVC in the division in which it won the bid, that team, it's coaches, it's club director and all it's teams will be suspended from participation in all national qualifying events for the following season.

Format for age level Open Divisions

Two rounds of pool play followed by single elimination play-offs for all teams except those in the Gold Championship Bracket. Those teams in the "Gold" will play a third round of pool play with the top teams advancing to a final single elimination bracket. All matches will use the rally point scoring system consisting of two games to 25 points (win by two, no cap) and if required to determine a winner the third game is played to 15 points (win by two, no cap). Awards will be given to the top three teams in the Gold Championship brackets as specified in the Qualifier Manual.

Format for age level Club Divisions

Acceptance and Selection Criteria


The entry selection criteria are:

In the event the number of entry applications in a division exceeds the space available, teams will be admitted into the tournament based on certain criteria.

For a team applying to an Open division, the selection criteria are:
  1. Strength;
  2. Number of teams from a club;
  3. Teams from states contiguous to the state where the Qualifier is being held;
  4. Date of entry.
For a team applying to a Club division, the selection criteria are:
  1. Number of teams per club per division, with a maximum of two teams per club, per division unless additional space is available;
  2. Postmark date of entry application;
  3. Strength;
  4. Entries from the host state where the Qualifier is conducted;
  5. Entries from states contiguous to the host state.
Club divisions may also be determined or verified by the national seeding committee.
Registration status will be maintained and updated in AES. Please consult AES before contacting USAV about your team’s entry. Total number of teams is limited to 520 but allocations of teams per division may change depending on number of entries received for all ages and all divisions.

Playing Sites

The 2013 Show Me National Qualifier site will be the Kansas City Convention Center/Bartle Hall and Municipal Arena

Practices

Limited practice space will be available between 6 and 8 pm on Friday, April 12 and on Thursday, April 18 at the convention center. Teams can make reservations for one court for 1 hour at check-in.

No Cooler/Chair & Outside Food Policy

Spectator chairs are provided at all playing sites. No outside portable folding chairs are permitted at any site due to Fire Marshall restrictions. Coolers and Outside food cannot be brought in either.

Non-negotiable Refund Policy:

If a team is denied entry into the tournament, because the field is filled, the team may elect to cancel its application and receive a full refund of its entry fee, OR the team may elect to go on a waiting list.

If a team decides to drop out after being accepted (either originally or accepted from the waiting list), the team will forfeit the entire entry fee, regardless whether the drop happens before or after March 14th.

A team on a waiting list may drop out and obtain a full refund of its entry fee as long as we have not yet accepted the team into the tournament from the waiting list. To qualify for this, a team on a waiting list must have notified us in writing of their desire to drop before they receive notification of being accepted from the waiting list.

Entry fees are non-transferable to another team, even from the same club.

Roster Verification (IS THIS TRUE? - yes)

USA Volleyball is requiring that all rosters for all Qualifiers be verified by your USAV Region Office. Verification will be done through AES by utilizing the USAV Data Base import function (NEW) or by having their Region office verify each roster entered in the event. No team will be allowed to participate without having their roster verified by their Region office in AES.

Spectator Admission & Entry Procedures

Spectator admission to the 2013 Show Me National Qualifier is free. We are not charging admission to enjoy watching your favorite volleyball player participate. Be advised that admission may be charged in the future should the venue require such charges.

By submitting an entry into this tournament, all teams are verifying that they have submitted complete, accurate, and timely results.

Coaching Certification

ALL Coaches listed on the roster (Head and Assistant(s)) will possess a minimum coaching certification level of IMPACT (Entry Level).  An IMPACT certified coach (head coach or assistant) listed on the Event Roster must be present and on the bench at all times.  It is strongly recommended that teams have additional IMPACT certified adults verified on their roster and present at all times.  In the event the certified Coach(es) is not present (late, sick, is ejected or disqualified), the team must have another IMPACT certified adult verified on their roster and on the bench for play to begin or continue without forfeit.  No additional time will be allowed to comply with the certified personnel requirement to continue play except for unused time-outs and/or time allowed between games.

Awards

Awards will be given to the Gold Division 1st, 2nd & 3rd place teams. The entire team must report to the awards area to pickup the awards and have a team picture taken. Teams not complying with this will not be given their awards. Limited awards are given to Silver Division winners. No awards are given to any Bronze, or Flight Division winners.

Making Roster Changes

Once submitted, Team Rosters may be adjusted up to April 1, 2013. Changes involving a Player, Coach, Team Representative, Assistant Coach, or Chaperones (everyone) must be administered through the appropriate Member Organization (same as the team).

Any changes after the deadline will have to be in writing and verified by the appropriate Member Organization. EACH change will be assessed a fee of $25. These changes will have to be processed at check-in time at the Kansas City Convention Center. If the paperwork is not complete, any and all proposed changed personnel will be deemed ineligible. All player roster additions at the Show Me National Qualifier must have written authorization by the designated regional authority. Written authorization includes facsimiles, email or other correspondence
.
No roster additions will be allowed once competition has begun.

Frozen Player Terms and Conditions

  • Under the Frozen Player Rule, a club may add player(s) to the roster of one of its qualified teams for the Show Me National Qualifier, provided the additional player(s) are members of the club and the team from which the players are switching has not yet qualified for the NOVC.
  • A club may not switch players between two teams that are both qualified for the JNVC.
  • If you are considering applying for an Open-At Large then ALL players added to a roster must be on the roster submitted for the at-large bid consideration. The roster is then frozen as of submission for bid consideration.
  • Once a female junior player has participated in a JNVC qualifying event (Regional or National), she may not participate in another JNVC qualifying or championship event with a different club.
  • For all Qualifiers and the JNVC, each player is required to wear the same jersey number as listed on the event roster throughout the entire event, with limited exceptions as required by emergency or blood rule applications.
Violations of the Frozen Player Rule will result in sanctions being imposed on the already qualified team, its club, and/or the individual(s) involved, including the player, the coach and the club director.

The YJNV Ethics and Eligibility Committee will determine sanctions for violations of the Frozen Player Rule.  For a first or subsequent offense, the sanctions may be a warning, probation, suspension or expulsion.

FROZEN PLAYERS

At the time the team earns a bid in a Qualifier, applies for a bid in an at-large process, or receives a bid through its regional process, the players on that team’s roster are frozen to that team.  A frozen player cannot play for another team in a qualifying event or the JNVC.  Obtaining a bid defines the team as “qualified” for the JNVC.  (YJNVD, May 2006, Motion 17)

Note:  A bid is the only opportunity to compete in the JNVC Event.  In order to be eligible for the JNVC, a team must meet all posted entry deadlines.

All players listed on the roster of a team that is qualified for the JNVC may not be on the roster of or play on any other team attempting to qualify for the JNVC.  This rule applies regardless of whether the qualifying attempt is in a Qualifier, at a regional event that determines which team(s) is awarded the region’s Club bid(s), or through an at-large process. 

Switching a player from the roster of a qualified team to the roster of a team attempting to qualify will result in sanctions being imposed on the already qualified team, its club, and/or the individual(s) involved.  Likewise, no player may switch from one qualified team to another qualified team, even within the same club.

ETHICS AND ELIGIBILITY VIOLATIONS:

Event Arbitrators:  Event Arbitrators shall serve as the first level for hearing and resolving ethics and eligibility issues at a specific event.  Teams or individuals accused of committing violations of ethics and / or eligibility rules and regulations at qualifying and / or championship events shall meet with the Event Arbitrator(s). 

The authority for the Event Arbitrator to act begins with the arrival of a team and individual participants in the Championship city, or 48 hours prior to the first day of competition, whichever is earlier. That authority shall continue for the duration of the Event through its conclusion.

Decisions of the Event Arbitrator shall be conveyed immediately to the affected parties and may be appealed to the Event Ethics and Eligibility Appeals Committee.

Event Ethics and Eligibility Appeals Committees:  An Event Ethics and Eligibility Appeals Committee shall be formed for each qualifying and championship event sponsored by the Corporation.

Each committee shall be composed of three (3) members, one (1) of whom shall meet the definition of the Corporation as a domestic player who is at least 21 years of age.Each committee shall act on appeals of ethics and eligibility decisions that occur during the conduct of the event.  The conduct of an event shall commence when an individual or a team arrives at the site of the event, or forty-eight (48) hours in advance of the first day of competition for that event, whichever is earlier. That authority shall conclude with the departure of the individual and / or team from the city in which the event has been held. 

If the Committee is of the opinion that the violation is of such a nature that it requires further review or more serious discipline beyond the duration of the National Championship event, The USAV Executive Vice-President will send a report to the Commissioner of the offender’s region. That Commissioner will notify the USAV Corporate Ethics and Eligibility Committee outlining which actions (if any) were taken as a result of the report.

DISCIPLINARY ACTION

Any person listed on the Official Roster who is causing unfavorable situations either prior to, during or after the USA Junior National Girls Volleyball Championships is subject to disciplinary action by the EVENT ARBITRATORS. In particular, use of alcohol or drugs by players and / or officials will bring disciplinary action by the EVENT ARBITRATORS. Plain-clothed off-duty policemen and uniformed / non-uniformed hotel security personnel will be patrolling the halls of the motels / hotels. They must, by law, take a different approach when finding players/officials who possess or consume illegal substances. If a rostered team member is disqualified from a match in a multi court facility, the disqualified person must report immediately to the championship desk (or site manager at an outlying site) until the issue is addressed by the event arbitrator or the team will default the match.

NOTE: Players who have been selected to an All-Tournament team or as a tournament’s Most Valuable Player and have received disciplinary action by the Event Arbitrator or other USA Volleyball authorities shall be subject to a forfeit of these All-Tournament recognition honors.

Eligibility & Due Process

This event is part of the USA Volleyball Junior National Championships. Participants, individual or team, may access normal Due Process channels should their eligibility to participate be in question. Procedures including appeal options are outlined in the Bylaws of USA Volleyball. Bylaws can be found in the current issue of the USAV Official Guidebook. The Guidebook is available through Regional Commissioners, from the USA Volleyball national office, at the event Championship Desk, and on the USAV website.

This information is a summary of the information needed to enter the Show Me National Qualifier. A complete set of rules and procedures governing all qualifiers can be found on the USAV site in the Qualifier Manual. All teams are responsible for the information contained in both this document and the Qualifier Manual.
